Current State Requirements :
As the manufacture of RAL structures involves the use of mostly plantation grown timber and other renewable or recyclable components , the energy used for production is comparitively low to other dwellings of similar dimensions.

Most new homes will require a "House Energy Rating - Building Thermal Assessment" prior to the issue of a building permit.

In Victoria , from May 1 , 2011 , a "6 Star Rating" is required for the building fabric plus water saving measures , including a rain water tank or a solar hot water service for homes with timber floor construction and homes built on a concrete slab. The "Star Rating" is is a measure of the energy efficiency of a building and can be achieved in most areas using the Sustainable Energy Authority Victoria "FirstRate" software by an accredited "House Energy Rater - Building Thermal Assessor".
Second generation FirstRate5 is valid in Victoria and may be recognized in other States and Territories of Australia. (Please check with your local Building Authority)

RAL Homes can be designed to

The RAL Building System has achieved in excess of R4.0 for the shell structure (walls & ceiling as one). Up to R3.25 for a timber sub-floor as assessed by Bradford Insulation.

Essentially this method of assessment is used for for alterations or extensions of an existing residence as FirstRate 5 cannot be used. I can prepare a BCA Section 3.12 compliance report that assesses the extensions or alterations. Generally , assessment does not necessarily apply to the whole building if the extension or alteration is less than 50% of the existing house volume (subject to the requirements of  BCA Practice note 2011-55. Residential Mandatory Disclosure of Energy Efficiency
In conjunction with the existing disclosure requirmentsl in the ACT over the past years , it is proposed for the rest of Australia in late 2011 , that Mandatory Disclosure of Energy Efficiency of a dwelling be assessed when a residence is for sale or leased. More energy smart homes will most likely command higher prices and rental returns on the property market.
